Environmental Improvements Working Group
Terms of Reference

 

1. Purpose

The Environmental Improvements Working Group is established to support the Allotments and Environment Committee in identifying, developing, and promoting initiatives that enhance the environmental quality and visual appeal of Bishop Auckland. The group will focus on green spaces, community planting, “In Bloom” activities, green matters, and the provision and maintenance of hanging baskets.

2. Objectives

  • To assess and make recommendations for improvements to public green spaces across the town.
  • To support and encourage community-led planting schemes and environmental projects.
  • To coordinate and contribute to Bishop Auckland’s participation in “In Bloom” and Green Matters similar schemes.
  • To explore and promote sustainable practices and green initiatives within the town.
  • To review and advise on the placement, maintenance, and enhancement of hanging baskets and floral displays.
  • To engage with local residents, schools, businesses, and community groups to foster civic pride and environmental awareness.

3. Membership

Membership will consist of Town Councillors and may include co-opted members from the community, local organisations, or relevant stakeholders with an interest in environmental matters.

The Working Group will be chaired by a nominated Councillor and supported by Council staff as required.

4. Reporting

The Working Group will report directly to the Allotments and Environment Committee.

Recommendations and proposals will be submitted to the Committee for consideration and approval.

Minutes or summary notes of meetings will be recorded and shared with the Committee.

5. Meetings

Meetings will be held as required, with dates agreed by the group.

A quorum will consist of at least three members, including one Councillor.

6. Authority

The Working Group is advisory in nature and does not have delegated decision-making powers.

All decisions and expenditure must be approved by the Allotments and Environment Committee or Full Council as appropriate.

7. Review

These Terms of Reference will be reviewed annually by the Allotments and Environment Committee.
