1. Binchester Earth comprising a Welcome Centre, Discovery Centre and Play Area.
2. 11 Arches Park which comprises the expansion of the existing Kynren show area with the addition of three new show areas providing historic based stories of the northeast.
3. Bishop Gateway supporting infrastructure in the form of a visitor access road, car parks, a connecting footway and pedestrian footbridge.

04/06/2026 – Bishop Auckland Town Council made comments, neither objecting to or supporting the application:

Bishop Auckland Town Council recognises the strategic importance of the Bishop’s Gateway scheme and supports, in principle, infrastructure investment that enhances access to the town, supports regeneration and strengthens the local visitor economy. The Gateway plays a critical role in linking nationally significant cultural assets with the town centre, aligning with long term regeneration ambitions already underway.

The Council emphasises that Bishop’s Gateway must function as more than a transport corridor. As the first experience of Bishop Auckland for many visitors, the scheme should clearly express a strong sense of arrival, identity and place. High quality design, landscaping, signage and wayfinding should reinforce links to the town centre and encourage visitors to move beyond attractions and into the town’s retail, heritage and community spaces.

The Town Council welcomes proposals that improve pedestrian and cycle connectivity and reduce unnecessary vehicle movements through the town centre. However, it is essential that new routes integrate safely and legibly with existing walking and cycling networks, including links to residential areas, the town centre, and riverside routes. The Council requests continued engagement to ensure non vehicular access is genuinely accessible, attractive and safe for all users.

While the Town Council recognises that the Bishop’s Gateway scheme is intended to alleviate congestion and manage increased visitor numbers, it is essential that traffic impacts are actively monitored both during and after implementation. The Council stresses that monitoring must go beyond highway capacity and ensure that there is no detrimental impact on Bishop Auckland town centre or surrounding residential areas, either through traffic displacement or changes in visitor behaviour. Crucially, the scheme should demonstrably support the vitality and economic benefit of the town itself, ensuring that increased visitor activity contributes positively to local businesses, services and the wider community, rather than diverting activity away from the town. Ongoing monitoring, review mechanisms and, where necessary, responsive mitigation measures should therefore be secured to ensure that Bishop Auckland benefits directly from the development in both the short and long term.

Given Bishop Auckland’s historic landscape and proximity to sensitive heritage assets, the Council expects reassurance that environmental impacts have been fully considered and mitigated. Landscaping should reflect local character, protect views and biodiversity, and contribute positively to the town’s setting. The Council supports the aspiration for greener, more sustainable infrastructure where this can be demonstrated in delivery.

The Town Council strongly supports investment that delivers long term benefits for local residents, not solely visitors. The Bishop’s Gateway scheme should demonstrably contribute to employment, skills development, community access and quality of life, ensuring that regeneration is inclusive and locally rooted.

Bishop Auckland Town Council supports the ambitions of the Bishop’s Gateway scheme and recognises its potential to deliver transformational benefits for the town. The Council requests ongoing engagement as the project progresses, particularly around design quality, town centre connectivity and community impact, to ensure the Gateway delivers a positive and lasting legacy for Bishop Auckland and its residents.
